Solar Power Purchase Agreements: A Toolkit for Local Governments

In an effort to reduce solar soft costs and assist local governments and other public entities seeking to install and finance rooftop solar systems, the Interstate Renewable Energy Council (IREC) collaborated with EQ Research and Keyes, Fox & Wiedman LLP to develop a comprehensive toolkit for retail solar PV power purchase agreements (PPAs), sometimes referred to as solar service agreements. The Toolkit is designed to help local governments overcome the common challenges and costs associated with PPAs by providing a full suite of legal resources and related documents in a highly user-friendly format. It contains guidance on conducting RFPs for solar PPAs, annotated and template contractual documents, project summaries, and information on additional resources.

The Toolkit is a project of IREC, as part of the Solar Outreach Partnership, in coordination with ICLEI-Local Governments for Sustainability USA and with support from the U.S. Department of Energy SunShot Initiative.
